    Economic Evaluation of SPS Regulations: Where Can Progress be Made?

    The purpose of this paper is to report on the current state of economic evaluations for sanitary and phytosanitary (SPS) regulations affecting food and agricultural trade. The paper reviews current theoretical and econometric advances and limitations in modeling SPS regulations, particularly in dealing with biological and environmental uncertainty. By systematizing limitations of current approaches for evaluation, and comparing them with approaches used in the public health arena, the paper identifies problematic areas, and suggests steps for immediate analytical and policy progress.

    Information Cost As A Prior Hurdle to Exporting

    In this paper, we empirically assess how information cost, as one component of trade costs, impacts the decision of an individual firm to export. Firm-level data measuring the difficulty of obtaining information about technical regulations in the European Union (EU) and the United States is used as a proxy for information cost to evaluate reduction in firm incentives to export. Results suggest that information cost significantly reduces the likelihood of exporting to these two destinations.     MICHIGAN APPLE COMMITTEE WINTER 2003 GROWER SURVEY: SUMMARY OF RESULTS

    The Michigan Apple Committee (MAC) is a commodity organization comprised of approximately 1000 apple growers in Michigan. The objective of this study was to evaluate growers' perceptions about the effectiveness of past MAC programs and solicit their opinions about future directions for MAC in order to provide one source of input for Board decisions. In addition, this study provided growers with some information about the broad programmatic areas that are covered under MAC guidelines. In Winter 2003 a mail survey was sent to the entire MAC mailing list (1,123 growers); 282 surveys were returned (25 percent). Overall results of the survey indicate that Michigan apple growers are generally satisfied with the performance of the MAC, but perhaps equally importantly, that many members do not fully understand the function of the MAC. Response to questions about specific programming areas provides more details concerning grower beliefs. Although differences in opinion were generally not identified by grower age or scale of operation, the survey results did highlight some distinct regional differences of opinion within the Michigan apple industry.Crop Production/Industries,
